Overview

The Technical Services and Support Division (TSSD) provides expert technical assistance to Environmental and Natural Resources Offices (ENROs), LGUs, and partner institutions.

We ensure sound environmental governance through technical guidance, capacity building, and field support to promote sustainable development across Negros Occidental.

Core Mandates & Functions

  • Develop, recommend and implement plans, programs, projects and activities to promote the development of environment; provide technical assistance to all stakeholders in their various efforts on environmental protection and conservation
  • Provide extension and support services to beneficiaries of forest development projects; provide technical assistance for environment and natural resources related conservation and utilization activities to preserve ecological balance; be responsible in the provision of appropriate services on the renewal and rehabilitation of the environment in times of calamities and disasters
  • Promote community-based reforestation, protection and conservation of coastal resources, shoreline rehabilitation and establishment of marine protected areas, mangrove reforestation, establishment/adoption of community-based protection and enforcement mechanisms, and other appropriate measures
  • Undertake training programs, conferences, and related activities to provide the capability requirements of communities for environment protection and conservation.
  • Monitor and regularly report on the performance of programs and projects; recommend corrective and improved measures to strengthen and improve results; and
  • Perform other related functions as assigned.

Key Functional Sections

The TSSD is composed of three specialized sections working in synergy.

CONSERVATION & DEVELOPMENT SECTION

  • Technical Assistance & Support Services to Partners, PEM Officer & other Divisions of PEMO anchored on PNRM Framework.
  • Knowledge Transfer, Capacity Enhancement, Mentoring activities (LGUs, Alliances, Special Bodies, Management Boards, Schools, organized communities & NGOs).
  • Conduct of seminars, workshops, trainings, orientation, lectures & special events.
  • Support to Local Conservation Area (LCA) establishment.

ENVIRONMENTAL EDUCATION, INFORMATION AND ADVOCACY SECTION

  • Forefront of PEMO in the partnership & collaboration with schools, private individuals, business & religious sectors, NGOs, Alliances, CSOs, and International Organizations.
  • Promote Public Information and Education/conduct of IEC.
  • Program Evaluation thru Environmental Awards & Incentives Program or EcoLuminaries).
  • Production of IEC Materials (posters, flyers, videos, etc).

MANAGEMENT INFORMATION SYSTEM/GIS SECTION

  • Provide technical support on Geographical Information System:
    • Field validation & mapping
    • Map production
    • Mentoring
    • Geographic Information System Training
  • Establishment & maintenance of Centralized Administrative System (CAS) shall include but not limited to:
    • PEMO Database Management
    • One Control Map Management
    • Data Management Enhancement

The Wetlands Conservation Alliance for Northern Negros (WeCANN) is an inter-local government unit (LGU) alliance composed of San Carlos City, Calatrava, Toboso, Escalante City, Sagay City, Cadiz City, Manapla, Victorias City, E.B. Magalona, Silay City, and Talisay City. The Alliance serves as a collaborative governance platform that advances proactive, holistic, transparent, participatory, and sustainable management of both coastal and inland wetlands across Northern Negros. Through WeCANN, the member LGUs have committed to work in solidarity toward the sustainable management and protection of a network of local conservation areas (LCAs)...
